Here is a copy of the email I received from Kroger Consumer Affairs regarding the Kroger Corporate Coupon Policy, dated May 14, 2010:
Thank you for contacting Kroger. The coupon policy for your Division is as follows:
** The store manager has the right to accept, decline or limit the use of ANY coupon upon view. **
** The store manager has the right to limit the Quantity of coupons or items used/purchased in a single transaction,
by a single customer, or in a single day. **
PAH: (Print At Home)
Internet Coupon Policy ALL Banner Stores!!
We only accept printable coupons if they scan properly at checkout.
We do not accept “FREE product” printable coupons, with no purchase requirement. Buy-one-get-one-free coupons and other values that have a purchase requirement are acceptable but will be MUCH less common than traditional value-off coupons.
We do not accept coupons for more than about 75% of a product’s value without advance notice. Legitimate PAH coupons will not be for a high value relative to the cost of the item. For example, a $2 off coupon will be acceptable for a product that normally sells for $5 or more, but a $2 off printable coupon for a product that sells for $2.25 is unlikely to be legitimate.
Coupons will be rejected if they appear out of proportion or blurry, or are obvious duplicates. Legitimate PAH coupons are never copied, sold or traded. Nearly all coupons are “non-transferable” meaning they should not be photocopied or scanned and distributed to others.
Coupons will be rejected if they appear to have been altered in any way.
PAH coupons can be checked for validity at http://www.printcoupons.com.

Kroger also has a Corporate Print At Home Coupon Policy:
Kroger Print-at-Home Coupon Acceptance Policy
Effective November 2007, all Kroger divisions accept industry-standard, secure print-at-home coupons. We recently partnered with Coupons Inc., the industry leader in print-at-home coupons, to offer print-at-home coupons on Kroger.com and all of our store banner websites. You may also find coupons on brand websites and legitimate coupon websites like Coupons.com. Help us make your shopping experience a pleasant one by keeping in mind these simple rules for using Print-At-Home coupons.
We can only accept print-at-home coupons if they scan properly at checkout. Legitimate printable coupons are delivered using special software designed to print a properly rendered barcode on the coupon and limit the number of coupons printed.
We will generally not accept “FREE product” (no purchase required) print-at-home coupons. It is currently an industry practice not to produce print-at-home manufacturer’s coupons for free product. Buy-one-get-one-free coupons and other values that have a purchase requirement are acceptable.
We will usually not accept coupons for more than about 75% of a product’s value. For example, a $2 off coupon will be acceptable for a product that normally sells for $5 or more, but a $2 off printable coupon for a product that sells for $2.25 is unlikely to be legitimate. If there are exceptions, we are usually provided advance notice by the manufacturer.
Coupons will be rejected if they appear distorted or blurry, altered in any way, or are obvious duplicates. You should always print the coupon yourself directly from the website or email that is offering it. Only then can you ensure you are printing a legitimate coupon. The coupon will never appear on your computer screen. A legitimate coupon is never sent as a graphic or PDF or sent in a Word document.
Print-at-home coupons should never be copied, sold, or traded. They should not be photocopied or scanned and distributed to others. They have unique serial numbers printed on them and follow an industry-standard format. Coupons are never sold and you should not pay for someone’s “time to clip” or other service fee.
For more information about using print-at-home coupons and to check coupons for validity please visit the Coupon Resource Center online at www.printcoupons.com.

Digital Coupons Policy
Customers choosing to participate in the digital coupons are required to have an active online account with a valid, associated shopper card. Kroger employees or partners are prohibited to set up or otherwise maintain an online account not specifically associated to that employee or employee household.
A valid shopper card or an alternate ID is required for the use of digital coupons at the time of purchase.
Digital coupons and offers are deducted from a customer purchase prior to paper coupons or any other discounts and cannot be added back or removed once card has been scanned.
>> Limit one use per digital coupon per transaction
>> Digital offers cannot be combined with manufacturer paper coupons on the purchase of a single item
>> Digital offers do not double
>> A limit of 150 coupons can be loaded per household at one time
The store manager has the right to accept, decline, or limit the use of ANY digital coupon or offer.

Kroger Scan-Right Guarantee
The Kroger Scan-Right Guarantee states that if a product rings up at a price different from the one listed on in-store signage or what is advertised in the weekly ad, they must
give you that product FREE and every additional identical purchase will be adjusted to the correct price.

I just purchased two fresh turkeys that was advertised in store (Wylie, TX) for $.49/lb., at checkout they rang up for $1.79/lb. reg. price. I caught the mistake and mentioned it to the cashier and he corrected it. If I wouldn’t have caught the mistake I would have paid full price. I mentioned the Kroger scan right guarantee policy to him and he didn’t know anything about it as well as the “service desk” personnel, as well as the assistant manager who I talked to after calling the Wylie, TX store at 2608 West FM 544. This appears to be a “training” issue for all the store personnel as I’ve encountered this issue many times before. We shop at Kroger Wiley, TX almost on a daily basis since it’s grand opening.

Was wondering if anybody had this problem with their Kroger (Whitehall,IL). Their new policy is not to accept any internet coupon period. This is where I get 90% of my coupons from.

This is an article from 10tv news printed today March 28th 2014. REALLY???
Kroger Announces Plans To End Double Coupons, Reduce Prices
Friday March 28, 2014 11:16 AM
UPDATED: Friday March 28, 2014 11:20 AM
COLUMBUS, Ohio – Kroger’s Columbus Division announced on Friday it will undergo a comprehensive price reduction plan starting next month.
Kroger says it will reduce prices on thousands of products, including produce, natural foods, organics and grocery. The company also says it will stop doubling coupons beginning in May. It says the move comes as part of an effort to “evolve to meet the expectations of 21st century shoppers.” However, Kroger says stores in the region will continue to accept manufacturer coupons, valid printables and valid electronic coupons at face value.
Meantime, the company says it will continue to offer customers savings opportunities including fuel rewards, $4/$10 generic prescriptions, loyalty mailers, weekly specials and digital coupons.

I encountered an issue today with a clearance item that I had a coupon for. I didn’t realize the coupon didn’t come off, so I went back in to the service desk to fix it. However, I was told that a clearance (orange sticker) item can’t be used with a manufacture coupon (or any coupon for that matter). I’ve never heard anything like this and have used coupons on clearance items for years. Is this a new policy or…what? I’m confused. The coupon policy really doesn’t state either way. I hope you can answer my question!
Katie
Happymamma, it depends on what kind of clearance sticker it had on it. If it was a generic bar code, then the coupon would have nothing to attach to (sometimes they do this). If it was a barcode associated with that product, then you would have had no problems.
Happymama
Hmm. It was the only one left in the clearance section and labeled manager’s special. I use coupons for these all the time…from salad to baby formula. Maybe it was just one of those cases…the barcode wasn’t associated to this item. Thanks! I feel better:)

Oh, if the future how can I tell the difference?

I went to my Ohio Kroger yesterday. I had some newspaper and printable coupons. The checkout lady stated I could only use 2 printable coupons from the same company. I had a couple $.50 off general mills cereal and a $1.00 off 3 from general mills. She said I could only use 2?? Same thing with the Betty crocker fruit snacks, so I had to eat $5.00 or more in coupon value, because I didn’t want to lose the 5-$5. Were you aware of this??? Thanks!
Jamie
These were all manufacturer coupons. I asked for the coupon policy and the lady at the customer service said they are not allowed to give me a copy?
Angie
I am having a issue with Krogers and the Manufactor’s coupons with the CVS ect. logos printed on them. They are saying it is not a manufactors coupon. i pointed out at the top where it is in black and white and they still rejected it. I found your article and going to print it out and see if it will change the mind of the mgt. any other suggestions would be appreciated.

Does Krogers accept store coupons? Like a Target Web Coupon?
Katarina
No Shelly – they do not accept competitor store coupons. Only manufacturer coupons.
Josh
Hello Katarina, the kroger in clarksville indiana is limiting the print at home coupons to 3 per transaction, which is not stated in the policy above. I was wondering if everyone was being done this way? thanks
Katarina
Hi Josh, YES! I have had two other readers mention internet printable limitations. Now with your comment that’s 3 of you. However, you all have different policies within that limitation. I will try to keep this in mind when listing scenarios. I wish Kroger would just come out with a corporate-wide policy. It would be so much easier! 🙂
