How are insertions of coupons decided? I get the South Bend Tribune (Notre Dame city), and coupons have been abysmal. Called SBT ad dept. & Was told only X number of coupons available, but not enough for circulation of entire area. Being in a fringe town, I presume city dwellers get dibs.
No longer pay attention to your previews, as they are upsetting when none come in my Sunday papers.
Do exempt P&G, which seems universal, but Smart Source & such are very rare anymore.
Don’t know how to load coupons on smart phone. Any info that’s easy to understand?

If the coupon match-ups here upset you, then go somewhere else for your Kroger deal info. This site is not run by Kroger or by any of the coupon insert corporations. If you have a coupon distribution problem, contact P&G, Retail Me Not and Smart Source. Google their info and complain to them. Bitching about it here will get you nowhere. Nobody here has that kind of power.
